OP updated. And throwing my hat in the ring for plot ideas--
Higher ups on both the Allies and the Axis seem very shady and have links to the appearance of the abominations, leading us to have to investigate both sides.
As suggested earlier, CoC-ish system where being exposed to copious weird shit will damage sanity. Most likely no concrete gauge or numbers, but just characters becoming shaken as the shit goes down.

Thoughts on character death--
This will be a bloodier, more action oriented setting. Character death is inevitable, but the best way to do anything in freeform RP is to make sure that large actions involving characters other than your own (in this case, death) are CONSENSUAL. If Jimmy and Johnny both have characters and Johnny wants Jimmy's character dead, Johnny will have to talk to Jimmy about it. Nobody wants to die out of the blue. On the other hand, however, if you put your character into a situation where they'd very clearly end up dead ("I'm going to walk into the oval office armed with a pair of toothpicks and a bar of soap and try to kill the president!"), you should expect to die. Please don't put us in situations where you think your character deserves to live, but they'd be so incredibly dead far beyond what willing suspension of disbelief would allow.

-Will anyone in particular be controlling the abominations, in a sort of Dungeonmaster Role, or will anybody with the proper background have the ability to use them -Is any year in particular going to be chosen? Because if we're taking suggestions, I'd vote for 1916 -I'm assuming technology is not good enough for Cyborgs yet. -Will meeting prominent figures in history be out of the question? Or will they remain immune to any influence, positive or negative, we can bring upon them

-As per usual, anyone with the proper ability to control them may control them, just like enemy stands. -No year is chosen, I have no particular preference -It's not, you could have some steampunk fun though -I GUESS that's a thing for the group to decide, but I see absolutely no reason for real figures to be out of the question.

As I've said, if the timeline goes out of whack, it'll become a timeline in and of itself. I.E. if Teddy Roosevelt turns into Cthulhu the timeline won't be referenced in any other RPs

If people disagree we can put it to a poll as usual. 3. At least in the JoJoverse, cyborgs started happening as early as WW2 with Stroheim. Perhaps an early prototype prone to malfunctions (likely WORSE than a complete human as opposed to better) could be happening. If people feel differently, we can (again) use the power of the poll. 4. I agree with Tribune on this one-- timeline issues are only a problem if LiL relates to the timeline of reality as well as the JJBRPG timeline involving CCR and BMR. If we really want something to happen and everyone's in agreement of it, but it fucks with either reality's timeline or JJBRPG's timeline, i'd say it'd be a waste not to do it and just say that LiL is independent.

This is a point I wanted to make: the way JoJo dimensions and such works easily allow you to reference, say, my Cossack in BMR. The difference being if he goes and kills Winston Churchill then as far as the BMR timeline is concerned he was just a Cossack with a stand
